Locate Richland Correctional Institution Inmates

Richland Correctional Institution is a state-prison facility in Richland County, Ohio, and it is separate from the county jail roster. To look up inmates at Richland Correctional Institution, use the statewide corrections locator for Ohio prison custody, not the county roster used for local jail bookings. The prison holds sentenced adult male Ohio prisoners and follows state corrections rules for visiting, mail, phone calls, and deposits. County bond amounts, jail mugshots, and local release prompts do not control state prison custody.

Richland Correctional Overview

Richland Correctional Institution, often shortened to RiCI, is operated by the Ohio Department of Rehabilitation and Correction. It is a state prison in Mansfield, not a county jail. The facility opened in Mansfield in 1998 and serves sentenced adult male Ohio prisoners. People housed there are searched through the state system because ODRC controls prison placement, sentence records, supervision status, release/parole dates, and prison visitation rules.

The 2025 Ohio Attorney General CFIS report identifies Richland Correctional Institution as a minimum- to medium-security correctional facility. The report describes a campus of 78 acres and open-dormitory style housing divided into units, with about 240 incarcerated persons in each unit. That housing model is a prison custody model, not a local booking or bond model.

The official facility page is represented in the screenshot captured from the ODRC Richland Correctional Institution page.

Richland Correctional Capacity

The 2025 CFIS report gives the most specific recent prison figures in the research. It states that Richland Correctional Institution has a capacity of 2,613 and housed roughly 2,500 incarcerated persons on the inspection date. It also states that the internal management audit found the institution in compliance with all 64 applicable mandatory ACA standards and all 435 applicable non-mandatory ACA standards, plus 67 of 76 applicable Ohio standards or observations.

Look Up RiCI Inmates

Use ODRC Offender Search to find a person at Richland Correctional Institution. The county Who's in Jail PDF is for local county jail custody and does not control state prison records. ODRC Offender Search covers people incarcerated in Ohio prisons, people under ODRC supervision, judicial releases, and violators at large. County of commitment may show where a person was sentenced, while institution shows current prison placement when listed.

  1. Open the ODRC Offender Search page.
  2. Search by last name, first name, or ODRC number if known.
  3. Use status, county of commitment, or other fields only if a broad name search returns too many results.
  4. Open the matching ODRC profile and check the institution field for Richland Correctional Institution.
  5. Review status, admission date, offense information, sentence details, and release or parole eligibility information where shown.
  6. If no match appears, check spelling, prior names, release status, or federal/ICE custody channels.

The ODRC search form is shown in the screenshot from the official ODRC Offender Search.

ODRC Offender Search for Richland Correctional Institution inmates

The locator should be used for RiCI inmates and other Ohio prison inmates because local jail booking tools do not track state sentence placement after transfer.

Richland Correctional Contact

The facility address and phone captured from official and high-authority sources should be used for prison contact, visiting questions, and facility routing. For inmate status, start with ODRC Offender Search because facility staff may not answer broad lookup questions that the public locator already handles. For local arrest or bond questions before transfer, use the Richland County Jail instead.

Richland Correctional Visits

RiCI visitation follows ODRC visitation rules, not county jail video-visit rules. ODRC visitation requires approved visitors and ViaPath/GTL registration and scheduling. ODRC policy also limits approved visiting lists to up to 15 approved adult visitors, with no more than two friends. Visitors cannot directly deliver packages, correspondence, money, or printed material to a prisoner during a visit.

Facility-specific visiting days and times can change, so the official ODRC visitation pages and the RiCI facility page should be checked before travel. Bring the required identification, follow dress and conduct rules, and expect state prison security screening. Approval is part of the prison visit process, so a person should not assume that a county jail visit history carries over after ODRC transfer.

Richland Correctional Mail

ODRC prison mail, phone, and money rules apply at Richland Correctional Institution. Do not use the Richland County Jail Phoenix mail address, Access Corrections jail deposit route, or IC Solutions jail phone page for RiCI. ODRC has separate pages for general mail and email, the ODRC Mail Processing Center, phone services, and sending funds.

Use the prisoner's ODRC number where required. A county jail SO number from a prior booking is not the same as an ODRC number, and a county court docket number is not a prison account identifier.

Richland Correctional Intake

State prison intake is not the same as street-arrest booking. A person usually reaches RiCI after conviction, sentencing, and transfer into ODRC custody. ODRC then controls classification, facility placement, housing, prison rules, visits, mail, phones, and release planning. The county roster may no longer list the person after transfer because the local jail role has ended.

The ODRC locator may show admission date, institution, status, offense information, sentence terms, jail-time credit, committing county, docket number, judge, and expected release or parole eligibility dates where applicable. Those fields help separate a prison sentence record from the initial booking charge that may have appeared in the Richland County Jail PDF.

About Richland Correctional

Richland Correctional Institution is one of two active ODRC prisons in Mansfield. Its presence means a Richland County inmate search often needs a custody-level check: local jail roster for recent arrests and pretrial custody, ODRC Offender Search for sentenced prison custody, and federal or ICE locators only if the person has moved out of state or local systems.

The 2025 CFIS report gives RiCI-specific operating context, including open-dormitory units, minimum-to-medium security, capacity and population figures, and audit compliance data. The research also noted local program references such as CDL and cell-tower training from high-authority sources, but current program availability should be verified through ODRC before relying on it for a specific person.

RiCI should not be confused with Richland County Jail, which handles local bookings, or with Mansfield Correctional Institution, the separate mixed-security state prison in Mansfield. It is also distinct from the historic Ohio State Reformatory preservation site.

Note: Confirm current facility assignment and visit approval through ODRC before travel because prison placements and schedules can change.
